I think Rand had beenn floating the idea of a "filibuster" for a while, but I don't think the leadership quite expected a talking filibuster. remember when he held up the senate for his vote on foreign aid and he only got 10 votes in the end? that was called a "filibuster" by many, so I think some people suspected something like that. Rand was considering doing the talking filibuster but he didn't know when or how, so it's probably some mix of the two stories and Jesse Benton is clearly exaggerating McConnel's support/foreknowledge that it would happen (Jesse gets paid to distort things for McConnel, especially hoping to win over Rand's fan base, so that's likely why the story was told that way)
