The reason we have laws against murder, rape and kidnapping is because they deprive people of liberty. They may be issues that involve morality but it's only a matter of correlation. Also, you're employing the is/ought fallacy. Even if we do legislate morality, that doesn't mean that we should.

I also disagree with the notion that 'we always will.'
Nobody knows what the future will hold. There may be stateless societies once the people have evolved to abandon the illusion that authority exists or is necessary.
