He says that none of us can be what we ought to be until we are all what we ought to be. He calls out the justice department for not serving justice. He does not call out the white man for being the devil. There is a completely different ideology going on. If you told me MLK III was building a bridge, I would have no trouble beliving you.
There are those who build bridges and there are those who tear them down. There is a difference and it doesn't matter whether the speghetti is sticking to me or not. The difference is in the message.
