Comment: Misleading title

"Nearly 80 percent of New York City high school graduates need to relearn basic skills before they can enter the City University’s community college system."

It's not 80% of graduates, it's 80% of graduates who decide to go to the City University community college. 100% of high school graduates don't choose to go to community college. Needing remedial classes is not "can't read" either.
