That bullet has to come down somewhere.

Does he know where?

Can he reasonably control where?

No.

That's reckless endangerment of his neighbors.

He should have tried to find out who the crop duster was and who's farm was being sprayed and stop it that way.

I'm not sure the sentence he received is appropriate, but his actions do warrant legal recourse.
