I remember reading this. It may be the answer, contract the neighborhoods and consolidate. http://www.nytimes.com/2009/03/19/us/19saginaw.html?_r=0

A number of towns come to mind: Flint MI, Gary IN ( http://www.forbidden-places.net/urban-exploration-gary-india...) ... Wilmington DE, Newark NJ...

Or maybe that is the cycle. Maybe once a city is no longer viable there is a short window to adapt and thrive or die. Cities have ceased to exist throughout history, its not a new phenomenon.
