(I would start with the tasers, and mace, myself) However, a state's police force is far more accountable to the local people than, say, DHS or TSA folks are. They are easier to convince of our rights, as well. (Usually.) I think retraining them to respect the Bill of Rights and 'attempt to persuade' first, would go a long way. I grant that the police culture of 'don't rat out a fellow cop' may be a problem in some areas, but in those cases, we simply need some principled ones to set the others straight. They would then be far more likely to uphold our rights in a crisis than any federal agency.
