I don't think you could compete...

with the cushy government paycheck and pension, crossing the thin blue line would mean losing their job, benefits, and their friendships.

Whistleblowers aren't usually motivated by money either, It's strong moral character that usually motivates someone to speak out, and that is in short supply in the kind of people who generally become police officers today.

For example, think about Frank Serpico, think about what motivated him to speak out , what the consequences were for him, and what kind of character it took to speak out knowing those consequences, people like that are not common in most police forces.
