more than once, from people who are supposedly "in-the-know" that indeed, the candidates are not chosen by the people but by an elite few.

I am guessing the local level elections are not as compromised - perhaps that's where change can be made. It will have to be quick because if local elections begin to have an impact those will be corrupted as well.
