rand knows it will never pass. he does probably believe in it but knows it's not going anywhere. it will help him secure the nomination but will come back to haunt him in the general.
without this piece he would not be able to get away with also introducing (weak) marijuana law reform and hemp legalization. the immigration stuff is a real tricky one too and i'll be interested to see how he pulls that off. part of his strategy is to force his future 2016 opponents to vote or take a stand on this hardline issue early on thereby knocking out a lot of them with the ultra religious and single issue voters. he's countering it with the drug reform stuff and i think it's a winning strategy.
