well, step one
Is to make sure that the father of all children is known, and that the father is contributing to the care of their children. I'd even go so far as to say that if dad gets his girlfriend knocked up, and she is dependent on public programs, then dad has to work community service to pay for the public benefits paid out. Basically the solution is personal responsibility, since the welfare system has destroyed the community incentive to care for your children, it will ahve to be replaced by some sort of law enforced incentive.
