The direction of the fence makes all the difference

If the people are indeed trapped and slave labor then it's immoral. Slavery is slavery.

If the people are there because, indeed, they would rather work in a factory than back breaking subsistence farming or unemployment, then there's nothing wrong with it.

In the former case they should be freed to pursue whatever ends they would prefer.

In the latter case it is immoral to remove their best available option and relegate them to a worse situation by the only person whose opinion on the matter counts, themselves.
