KGB did not function. Most of the state secrets were sold to CIA and MI6 for little cash. Big chunk of nuclear and chemical weapons were removed and uranium and plutonium shipped to USA. USA Congress had authorized the funds needed for the move.

Only after Putin came to power in late 1990's, he split and reformed KGB into several separate agencies under different names. Even then the poorly paid Russian spies sold many secrets to China, UK and USA. With oil and natural gas money (it sells to EU, Japan and China), Russia is on the rise.
