"Can she consent to my counsel if I am not a member of the bar?"

Most state bars try to forbid this. The risk here is practicing law without a license. I've even heard of judges slapping contempt charges in these cases.

"Can I represent her in front of the county attorney, magistrate, trial, etc., with her voluntary consent?"

Closer, you can't "represent" but you can "assist" in the preparation of the case. There have been notable exceptions but I can't think of any in the past 20 years.
