He's talking about the post Marxist experience:

"Marxism not irrelevant and anarchism more relevant".

In other words: collectivism not irrelevant individual vuluntariyism more relevant.

Meaning marrxism will continue to be a philosophy that influences society. And anarchism becoming more prominent in society. He's just stating his opinion regarding what he sees as being the social political outlook after the post Marxists experience.

Before he says all of this he very clearly explains that he subscribes to the anarchist tradition.
