Maybe I'm naive but...

Maybe I'm naive but I do believe a tiny remnant of the wealthy managed to accumulate their wealth without getting so corrupt they'd be using cronies, state protection, and plunder against the public as their standard.

Those know just like us they are vulnerable and can fear possible government grabs over their wealth. Especially the perverted law uses guns, too, always. I took his sentence more as a metaphor, while he knows his geographical location won't matter much if they really want to plunder him as well.

"The hills" probably refers to some wishful ways to hide some of his wealth from them not relying only on his remote location
- thus, without too much illusions either.
