I'm not getting this title at all.

I'm reading it like "Wounded woman almost causes rape for having worn revealing outfit", or "Abortion clinic almost causes mass deaths due to possible fire-bombing", or "Pedestrian almost causes accident for crossing the street near drunk driver". How is this title any different? Am I to understand that we're to blame the victim for causing this?

I'm sure I must be reading it wrong since this post has been up-voted quite a bit, but anyone care to explain it to me?
