The Constitution was ratified on the condition

that there would be a Bill of Rights. Remember, both NY and Virginia were opposed to its ratification and Virginia especially only agreed if there was a BoR added. George Mason actually wrote the BoR and Madison tweeked it - Madison didn't want a BoR thinking the Constitution was clear enough. He was very, very wrong. There were originally 12 Amendments proposed but Congress ditched the first two.
