He had top secret clearance and decided only to give out secret information. Which if his testimony is truthful and he chose information that would only be "embarrassing" to the U.S. gov't. The gov't and military often make all sorts of information classified to some degree just because they feel like doing so. So much if the information that is classified as secret is just arbitrary that really does not need to be classified It's just so it is harder to get it pulled with a freedom of information act request. A friend of mine had top secret clearance and she said so much of the information that she was told to file away as such really is just not necessary. It is often abused.
