I'm a really big fan of Film Noir and Neo-Noir.

One of the themes commonly seen in the genre is distrust in authority, and portrayal of police and government officials as corrupt or incompetent.

A few good Film Noir/Neo-Noir titles:

L.A. Confidential(1997)

Drive(2011)

Mystic River(2003)

Red Rock West(1992)

Bringing Out the Dead(1999)

Gone Baby Gone(2007)

The Departed(2006)

Chinatown(1974)

The Two Jakes(1990)

Touch of Evil(1958)

Rope(1948)

Union Station(1950)

Dark Passage(1947)

Double Indemnity(1944)

The Killing(1956)

The Maltese Falcon(1941)

The Big Sleep(1946)

Bad Day at Black Rock(1955)

Sunset Boulevard(1950)

Where the Sidewalk Ends(1950)

There are many more great films in the Noir genre, here is a list: http://en.wikipedia.org/wiki/List_of_film_noir_titles
