Compartmentalized scopalamine acquisition by the CIA would go something like this:
CIA contracted controller arranges 'buy' in Columbia.
CIA contracted controller assigns CIA agent A to acquire drug.
CIA agent A transports drug to research facility.
CIA agent B adds drug to 'research' stockpile.
CIA contracted controller assigns CIA agent B to prepare an amount of scopalamine for destruction.
CIA contracted controller assigns CIA contractor agent to pick up scopalamine for 'disposal'.
This compartmentalizes the actual CIA employees so that they do not have direct knowledge of CIA activities within U.S. borders, nor any knowledge of scopalamine related activities beyond a chemical research facility.
That scopalamine could pass through any number of hands and yet only the contracted controller and contracted agent would have any idea of the actual nature of the activities.
That's why it took so long for the Watergate scandal to break - compartmentalization. For those who like to study such things, notice that none of the CIA agents spilled the beans, even when Nixon resigned.
Conspiracy theories that turn out to be true, like Watergate, give a good idea of how compartmentalization and the chain of command structures work within the White House and CIA.
