Does the word "terrorist" always refer to a someone who commits terrifying acts in some religious or ideological cause? I think it should include someone who commits these acts because he thinks it will prove advantageous to him, especially if it helps him consolidate power. In that case, the New World Oder, International Bankers, or even a power-hungry, rogue, pro-police-state element within our own government would be terrorist if they pull off operations that terrorize the public and thereby make them more receptive to the aims of those responsible. In that sense I think your question needs to be re-stated.
