The control is not fear.

It isn't fear we're taught in school. It's the Pledge of Allegiance, and all the associated propaganda.

Government's control depends upon the superstition that some men have a moral right to rule others. If all a ruler has going for him is fear, then he's a gangster, not a government. Government's legitimacy is in the mind of the beholder: As long as you accept the principle that "government" has a right to boss you around and take your stuff -- they do. And will.
