Perini has a history; why is that not taken into account? They lowball a project, use political clout to keep important questions from being asked, and use dirty mafia thuggery to muscle the project through without concern about overruns or quality concerns.
With THAT kind of history, I would be hesitant to take their offer seriously. Its one of those cases where the low bid ends up costing more.
But then, Blum's boys would probably meet me by my car late one night to "have a chat" and break a few fingers for questioning his integrity in public...
