Where does the Constitution enumerate the President has the authority to arbitrarily suspend commercial travel, air or otherwise; thus yes the Executive dictating that all air traffic be grounded was absolutely an overstep from a constitutional perspective.

Would it have been appropriate for Congress to vote on a national declaration of emergency or state of war, yep.

The last thing government needs is any additional capacity to kill.
