I don't mean to throw cold water on this, but....

He stumbled on the word conspiracy, but said plot. When two or more people plot a crime, that by definition is a conspiracy. When this is all said and done, the bombers will be charged with conspiracy. President Bush did his usual "Porky Pig" by stuttering on one word, then finally finishing the phrase with a different word of the same meaning. There is a difference between the very common, legal, criminal code usage of the word conspiracy and the Alex Jones, Jesse Ventura, Illuminati usage of the word conspiracy. This video is inconclusive as to which definition President Bush meant, but since he finally ended up saying the word plot, the evidence leans more to the former, rather than the latter.
