I think it's more a symptom of everyone being cash poor at all levels. Asphalt is much cheaper to both install and to repair.
My ex neighbor paid $4,000 for a two stall driveway upgrade from asphalt when we built our houses in '96. That was just for about 30' of length. Four years ago, a different friend of mine turned his rock lined circle drive into asphalt for $2,000. The difference is that the circle drive is probably around 800 feet long total and to patch it, he takes a propane torch and some tar and sand maybe a hour's time.
