It is the change in frequency of a wave (be it a gravity wave or sound wave or what not) in relation to the observer.

For instance...an ambulance approaching you from a mile away.

The Doppler Effect though in microseconds...can be heard just before the blast.

Maybe this is a fabrication. I will give it that. But if it is not, then it needs...requires...a physical explanation.
