...when they deliberately escort onto planes terrorists who happen to have underwear bombs, as happened Christmas 2009.

Even though the bomb didn't explode because his underwear was so dirty from being worn for weeks [throwing up a little in my mouth as I type that], the incident was used to spread fear and to usher in full-body strip search scanners en masse.

...which coincidentally ushered a lot of money into Michael Chertoff's pockets.
