You're right. The explanation I remember him saying is there is no way to know if pregnancy has even taken place. The pill can prevent pregnancy rather than just end pregnancy. Therefore he is OK with.

However, I agree that it is inappropriate for the Gov't to interject themselves in place of the parents. I had this conversation yesterday about children (to age 14) being able to have an abortion without parent notification. This makes no sense for a minor to undergo a medical procedure without parent (guardian) knowledge let alone parent permission when that is a requirement for every other medical procedure. Clearly the pill is not the same but a somewhat similar level of life changing consequence exists that a minor cannot (legally) make good judgements about.
