They said "passive vapor", meaning the second-hand vapor. Nicotine carries its risks, nobody is arguing that nicotine is not toxic. But it has been proven time and time again that the weight of the nicotine, flavoring, and PG/VG in the liquid are consumed by the person vaping, and when exhaling, only water vapor comes out. There is a risk factor with vaping, but the risk with passive vapor is no greater than breathing in the air around you.
