The Kansas SoS had it right save for one important part:

"Regulate" in the Constitution does not mean to "restrict or prohibit" it means to "keep regular" that is, to keep such commerce FREE FLOWING.

The power in Article 1§8 is to ensure that Congress can override attempts by States to restrict the free flow of goods and people into or out of their respective States.

Only someone entirely ignorant of the meaning of the word, and of the debates surrounding the inclusion of it in the Constitution would even dare think that "regulate" meant "restrict" or "prohibit"—and I'm being very polite here. I have a much lower opinion of such thought, especially coming from people in such positions as Attorney General or Supreme Court Justice.
