Excessive: going beyond a normal or acceptable limit in degree or amount (M-W)
A history of excessive celebrations BANNED from high school sports:
~ First, pouring drinks onto fellow players' heads
~ Then, pileups of team members; followed by, group hugs
~ Next, high fives; then all touching (hugs, shoulder slaps, handshakes)
~ Then, jumping up and down.
~ After that, shouting, yelling, or making any loud noise
~ Then, all verbal communication
~ Next, mouthing words, notably with clenched hands, Yes!
~ Then, extending the arms - out to the side or above the head, such as *this* excessive display, with a raised arm PLUS hand gesture:
~ Now banned, with even arms held close to the body, all gestures, whether raising or turning the head; pointing a finger; or smiling or showing any other facial expression.

It's ABSURD. Why aren't people outraged?
Actually, what the student did wasn't a "celebration" at all. It appears he was expressing GRATITUDE. He didn't even SAY the word GOD, but only made an INDIRECT REFERENCE to some higher power. Imagine in AMERICA having to fight for your FIRST AMENDMENT RIGHTS to FREE SPEECH and FREEDOM OF RELIGION over... a SILENT, FINGER-GESTURE of THANKS.
