There was no "consulate" that was attacked

NPR had the story initially. It was a rented villa in a neighborhood, it was not officially for ambassadorial purposes. There is also some question as to whether the presence of Stephens was legal or not. He was heavily tied to gun running to Syrian rebels.

The attack blaming is a secondary distraction.
