Even now, one could transmit this file via digital radio (DRM) to a worldwide audience with little advance notice even on alternate frequencies. Let's see the government try to scan, identify, and jam all the frequencies given the length of this particular file, ~ 2 MB, which can be downloaded via a slow and reliable 14 kbps DRM link in ~ 20 minutes. Imagine distributing this file to potentially millions of people within 20 minutes even at a slow speed. ;) Speeds close to 65 kbps can be achieved under DRM30 on a double wide channel of 20 kHz.
