Is it common to petition against an individual?

It reminds me of that "smoking" video from the front page. I don't necessarily like what he's planning on doing, but I'm not planning to be there so I really don't care. Will this petition be e-mailed to him or something? I'm actually a little curious about what the petitioners plan to do with the petition and why they think an individual should be swayed by the will of others.
