It is better than the "shall issue"

law, but what is frightening is this: "The plan would require the Illinois State Police to issue a carry permit to anyone who gets the required 16 hours of gun-safety training — most in the nation — passes a background check and pays a $150 fee. Local police or a county sheriff could object to an application, which a statewide review panel of criminal-justice and mental-health experts would review."

I don't understand, if you can lawfully possess a firearm, why would they have any authority to restrict you from carrying it on your person?

Also, 16 hours of training + the cost of ammuntion to spend during that 16 hour training added to the $150 fee for the permit kind of prices a lot of people out of the option of getting a CCL.
