It is a game of chess. HK is part of China, kind of, but not really.

Still, enough a part that China will take an interest, and has the power to. China's economy, unlike Iceland's, is big enough that the US can't bully it, they way it could bully a little country like Iceland. The US could put sanctions on Iceland and squeeze them into submission. Sanctions on China would be impossible. Suicide.

Furthermore, there are all kinds of "criminals" that run away from China and hide out here. When China wants its "criminals" back, the US just shrugs. China certainly won't mind doing the same thing.

Hong Kong is ostensibly free, but Snowden will enjoy the protection of America's most powerful adversary, competitor, and trading partner.

So far it looks like a good choice.
