Very clever chess maneuver that Snowden tied in surveillance of China and HK to let them and all other countries and private businesses know that they have a vested interest in opposing the secret activity of the U.S. China does not need to cave to the demands of the U.S. as weaker countries in Europe of South America might. HK also somewhat insulates Beijing from making a direct decision that wouldn't be politically expedient for China.
