If your loose dog

Decides to attack someone's child I hope you are willing to suffer the consequences with dignity. This isn't to suggest you shouldn't allow your dog to roam free. Mine does too. In order for me to be comfortable with him running loose, I need to KNOW (as much as one can) he will obey when I command. I'm in the city, so that might explain some of the difference, assuming you aren't. Besides I love him, and don't want him running into the street getting killed by a car.

Part of being libertarian in my mind is accepting unequivocally, the responsibility for your choices. I feel like allowing my dog to run free relatively uncontrolled would be endangering others unnecessarily.

Not an attack of your style mind you, only pointing out a different perspective on the same issue. In this case a libertarian and his/her dog. :)
