Portland, OR is a smart growth leader. Portland included a 'green belt' around the City to prevent building there so people would "have to build up instead of out". One problem was that the artificially contrived shortage of land in Portland caused housing prices to skyrocket. That, in turn, led to developments outside the green zone causing a lot of long distance commuting
