Yes, double-triple tap aiming for the torso - in effect shooting to kill. Shooting to disable is unrealistic.
In the majority of cases an officer is very hesitant to draw because when he/she does there is a high probability they will fire and it will be deadly. What most people don't know: the majority rarely draw and very few police have taken a life in the line of duty.
