If you are an elite the common man on the street is not a threat. The wealthy in between however are a real threat because they potentially have the means to effect a change in power. Once you realize the reason elite have been at war against wealthy because they represent a threat to elite power it becomes common sense.
Does the wise shepherd waste any energy protecting his flock from deer? No, he pays them no attention because they are not a threat so he can keep a vigilant watch for wolves.
