"The Puzzle Palace"

Back in the early 80's I read "The Puzzle Palace" on the NSA (you can Google it) and one of the claims way back then was that the NSA and their British counterpart were both forbidden from spying on their own citizens - so they simply did it for the other and swapped data. These types of exchanges have been around for years.
