Snowden's Duty Answered by Ohio AG

I sent the Snowden Duty as regards, Title 18, Sec. 4 and Title 28 Sec. 1361 to the Ohio AG Mike DeWine. I asked three questions.

"Q1. Doesn't the above information mean that Edward Snowden was doing his duty in reporting what he thought was a crime against the 4th Amendment?
Q2. Doesn't the above information mean that if I, upon information and belief and do believe, that a crime of blocking by the U.S. government against Snowden's report by attempting to capture him and harass him and by other means, am I not also held to the same reporting duties and must report this? And who do I report this to that is not involved in the crime?
Q3. And by me informing you of my beliefs, aren't you now in that same situation of being aware of the believed crime of blocking? Who are you going to report this believed crime to, in order for you to be in compliance with your duty to report a believed crime so that you do not "Fails to report it to a federal judge or other federal official (who is not themselves involved in the crime)? Key phrase "not themselves involved".
Your comments please.
Explain how Title 18 and 28 above affects Snowden's situation, my situation, and your situation. I am not a lawyer, please speak plainly."

Today I received the AG's answer as follows:

"Dear Joseph,

Thank you for contacting the Ohio Attorney General's Office regarding your interest in an opinion concerning the federal crime reporting statute.

Your communication appears to be requesting a formal Attorney General opinion. Since the Attorney General's office serves to provide legal counsel only to governmental agencies, a formal opinion must be requested by either a county prosecuting attorney or a state agency. Absent a written request of that nature, we may not offer legal opinions under state law. Additionally, as this involves federal law, our office, as a state agency, would not be involved in such matters.
