The state delegates went to a Convention, just as Levin is saying, simply to propose and hopefully ratify several amendments to the Articles of Confederation. Instead, it became clear that the powers that be decided they wanted a more centralized national government, and we got an entirely new Constitution out of the event.
And Amendments are easily ignored and mean nothing if we, the people, don't enforce them. If it did happen, we'd probably end up with an even more centralized, authoritarian government.
Government isn't the answer.
