Based on my personal experience, I would have to

agree with Rand Paul on this. My mother was addicted to marijuana in the 70's (emotionally addicted) and I do think it permanently affected her thinking ability (though I cannot say if she had more discernment before starting to smoke).

Also, a spiritual teacher from India that I knew used to say that pot can cause brain damage if smoked straight without using a water pipe. He said it causes the loss of the more subtle faculties of intellect, but that using a water pipe makes it safer.

Personally I think it is, like cigarettes, an emotional/stress crutch which quickly relieves emotional distress and pain so that the person does not mature and develop as much emotionally. I think it stunts emotional and psychological development.
