If a stamp cost .4 cents in 1962 and .45 cents in 2013......

...we can assume the government ( U.S. Post Office ) is admitting that inflation has increased 1025% over the last 51 years. This is an average of 20% a year.

The Bureau of Labor Statistics inflation calculator states that .4 cents in 1962 would be .31 cents in 2013 which is an increase of 675%, or 13% a year average.
