First of all, he was a fricken neighborhood watchman. The adult equivalent of a hall monitor.
Second, the fact that he "didn't follow hall monitor procedures" is irrelevant.
Third, to the extent it is not irrelevant, it is insignificant. His not following procedures would not be a basis to charge him with anything. It would be a fact among many facts that combined don't amount to squat diddly.
