If yes, then everything follows. If not, then it does not. People that criticize natural rights forget that it starts with an axiom that people agree to accept: the axiom of self-ownership.
If you accept self-ownership, then it follows that I cannot compel you to provide for me, because that violates your self-ownership. If you do not accept self-ownership, then you can reasonably argue against it. But, if you do not accept self-ownership, you open up all kinds of cans of worms (or whoop-pass).
